About the client

Melton City Council is a local government organisation serving one of Australia’s fastest-growing and most diverse communities in Melbourne’s west. The Council delivers a wide range of community services, programs, and initiatives focused on inclusion, wellbeing, equity, and community safety. Through its commitment to gender equality and the prevention of family violence, Melton City Council continues to strengthen staff capability and foster inclusive practices across the organisation.

The Need

Melton City Council identified a need to strengthen staff understanding and capability in key areas relating to gender equality, gender impact assessments, and responding to family violence disclosures. The training initiative was designed to support Council’s obligations under the Gender Equality Act 2020 while also building a more informed, inclusive, and confident workforce.

The learning needed to equip staff with practical knowledge and tools to apply in their roles, including understanding systemic gender inequality, recognising the drivers of family violence, conducting Gender Impact Assessments (GIAs), and responding appropriately and safely to disclosures from community members. The solution also needed to be engaging, accessible, and relevant to a broad audience across Council.

The learning solution

We partnered with Melton City Council to transform Council-developed source content into three engaging and accessible eLearning modules:

  • Introduction to Gender Impact Assessments
  • Gender Equity and Prevention of Violence Against Women
  • Responding to Disclosures of Family Violence

Working collaboratively with the Health Promotion Officer at Melton City Council, we transformed the supplied source content into engaging, learner-centred digital experiences that supported both compliance requirements and practical workplace application.

Custom eLearning Design: Melton City Council Case Study

The modules incorporated interactive learning strategies such as scenario-based activities, reflective interactions, knowledge checks, custom graphics, infographics, and real-world examples to increase engagement and support learning transfer. Particular care was taken in the visual design and learner experience to ensure the modules felt approachable, trauma-informed, and psychologically safe while exploring sensitive and important topics.

The final eLearning modules were designed to be accessible and inclusive, with responsive layouts, intuitive navigation, and consideration of accessibility best practices. The solution provided Council staff with practical tools, increased confidence, and a stronger understanding of how to embed gender equality and safe, supportive responses into everyday workplace and community interactions.

The Outcome

Learning modules have been assigned and completed by over 300 people leaders and community-facing service areas. Participants have developed a deeper understanding of the systemic inequalities experienced by people of different genders and how these intersect with their work. Awareness of Gender Impact Assessments has significantly increased their uptake, with staff now embedding this practice into business-as-usual work, delivering real, tangible improvements for women and gender diverse people.

Staff also report greater confidence in responding to disclosures of family violence in the community. This addresses a critical gap in previous skills and knowledge that had represented a significant missed opportunity – both for people in unsafe situations and for completing the cycle of prevention.
