What is learning technology?

Learning technology is the system of platforms, tools and standards that deliver, manage and measure workplace learning at scale. It includes the LMS your learners log into, the authoring tools your designers build in, the data standards that let systems talk to each other, and the hosting environment that keeps everything running.

The technology is not the learning. It is the delivery mechanism. But choose the wrong platform, ignore interoperability, or skip the implementation planning, and the best-designed program in the world sits unused in a system nobody can navigate. Technology decisions made in isolation from learning design are expensive to undo.

Learning management systems (LMS)

An LMS is the platform that hosts, delivers and tracks your learning content. It is where learners access courses, where managers see completion data, and where compliance teams pull reports. Choosing one is a significant decision because migration is painful and expensive.

What does an LMS actually do?

At its core, an LMS hosts content, enrolls learners, tracks progress and generates reports. Beyond that, platforms vary wildly: some handle compliance automation, some offer social learning features, some integrate deeply with HR systems, and some do none of the above well. Knowing what you actually need before you shop is the difference between a good investment and a five-year contract you regret.

How to choose an LMS

Start with your use case, not the feature list. A compliance-heavy organisation needs audit trails and automated re-enrolment. A customer education team needs branded portals and self-registration. A corporate L&D function needs integrations with HRIS and content libraries. The right LMS is the one that solves your specific problem without creating three new ones.

LMS for compliance training

Compliance has non-negotiable requirements: version control, audit-ready reporting, automated recertification reminders, and evidence of completion that holds up to a regulator. Not every LMS handles these well. If compliance is your primary use case, it should be your primary selection criterion.

Enterprise vs extended enterprise LMS

An enterprise LMS serves internal staff. An extended enterprise LMS also serves customers, partners, franchisees or contractors outside your organisation. The technical requirements are different: multi-tenancy, branding, self-registration, ecommerce. Trying to force an internal LMS into an external role rarely ends well.

LMS reporting and analytics

Reports are only useful if they answer real questions. Completion rates tell you who finished. They do not tell you who learned. Good LMS reporting connects learning data to performance data, surfaces drop-off points, and gives L&D teams evidence to iterate on. If your LMS only exports spreadsheets, you are working too hard.

Authoring tools

Authoring tools are what learning designers and developers use to build the actual eLearning content. The choice of tool shapes what is possible: interactivity, branching, accessibility, visual design and how fast you can produce.

Rise 360

A responsive, block-based authoring tool built for speed. Rise 360 produces clean, modern content quickly and handles mobile beautifully. Best for: linear content, onboarding, compliance, knowledge-based modules where speed matters more than complex branching.

Storyline 360

The industry standard for interactive, scenario-based eLearning. Storyline gives designers full control over states, triggers, layers and variables. Best for: complex branching scenarios, simulations, gamified learning, anything that requires custom interactivity beyond click-and-read.

Choosing between them

It is not Rise or Storyline. It is “which tool fits this project?” Rise for speed and responsive content. Storyline for depth and interactivity. Many programs use both. The mistake is choosing based on what your team already knows rather than what the learning actually needs.

A design-first authoring tool built for speed, with no coding and almost no training curve. It stands out for built-in features Rise and Storyline don’t offer: free text entry, handouts learners fill in on screen, and courses that call learners by name. Built-in analytics give you insight into how learners engage and where they drop off, giving you a clear view of what to fix.

Data standards

Data standards are the protocols that let your eLearning content talk to your LMS (or LRS). Get this wrong and your content either will not track, will not report, or will not move between platforms without a rebuild.

SCORM
SCORM (Sharable Content Object Reference Model) is the most widely supported eLearning standard. SCORM 1.2 tracks completion and score. SCORM 2004 adds sequencing and more detailed data. If your LMS supports SCORM and your tracking needs are straightforward, it works.
xAPI (Tin Can)
xAPI tracks learning experiences beyond the LMS: mobile apps, simulations, on-the-job activities, video interactions, virtual classrooms. It sends data as “statements” (actor, verb, object) to a Learning Record Store. If you need to track learning that happens outside a traditional course, xAPI is the answer.

cmi5 bridges SCORM and xAPI. It gives you the rich tracking of xAPI with the launch-and-track simplicity of SCORM. It is still gaining adoption, but for organisations planning a modern stack, it is worth understanding.

Learning Record Stores (LRS)

A Learning Record Store collects, stores and makes available learning data from any xAPI-enabled source. Think of it as a data warehouse specifically for learning activity, separate from your LMS.

LMS vs LRS

An LMS delivers and manages content. An LRS stores and analyses learning data. They are complementary, not competing. If all your learning happens inside a SCORM-based LMS, you may not need an LRS yet. If you are tracking diverse learning experiences across multiple platforms, an LRS gives you the single source of truth.

When to invest in an LRS

Consider an LRS when: you track learning across multiple systems, you need richer analytics than your LMS provides, you want to correlate learning data with performance data, or you are building a learning ecosystem rather than a single course catalogue. For most organisations, this is a phase-2 maturity decision, not day one.

Hosting eLearning

Not every organisation needs an LMS to deliver eLearning. Depending on scale, budget and tracking requirements, there are leaner options.

Hosting on a website
For public-facing or low-tracking-requirement content, embedding eLearning directly on a website (WordPress, SharePoint, or a custom site) is simple and fast. You lose completion tracking unless you add analytics or xAPI, but for awareness-level content or customer education previews, it works.
SCORM Cloud
SCORM Cloud is a hosted service that delivers and tracks SCORM and xAPI content without requiring your own LMS infrastructure. Useful for: pilots, small teams, rapid deployment, or organisations evaluating content before committing to a full LMS.
Cloud hosting (AWS, Azure)
For organisations with IT infrastructure already in AWS or Azure, hosting HTML5 eLearning packages on cloud storage is technically straightforward. Tracking requires additional setup (xAPI to an LRS, or custom analytics), but for internally hosted programs this can be the most cost-effective path.

A mining company needs offline-capable delivery for remote sites. A health provider needs SCORM tracking with audit-ready compliance reports. A SaaS company needs customer education on a branded portal with self-registration. The technology requirements follow the use case, not the other way around.

Not always. If you need completion tracking, compliance reporting or enrolment management, yes. If you are delivering awareness content, customer education or pilot programs, lighter options (website hosting, SCORM Cloud, or embedded content) may be more appropriate. SCORM tracks course-level interactions inside an LMS: completion, score, time spent. xAPI tracks any learning experience anywhere: mobile, on-the-job, video, simulation, social. SCORM is simpler and universal. xAPI is richer and more flexible. Most modern programs benefit from understanding both.
If all your learning lives inside one LMS and SCORM-level reporting meets your needs, you probably do not need an LRS yet. If you are tracking learning across multiple platforms, want deeper analytics, or need to correlate learning data with business performance data, an LRS becomes valuable.
