Frameworks and models are what separate learning design from content production. They provide the methodology: a structured way to analyse needs, sequence decisions, design for outcomes and evaluate impact.

Why frameworks matter

A framework is not a constraint. It is a thinking tool. It gives designers a repeatable process for making decisions under complexity: what to include, what to cut, how to sequence, where to assess, and how to know whether it worked. Without a framework, design becomes reactive and inconsistent. The output depends entirely on who built it and what they felt like doing that day.

Frameworks also create shared language. When a client asks “where are we in the process?” or a team debates whether to add more content, a framework provides the reference point. ADDIE gives you phases. Kirkpatrick gives you evaluation levels. Action mapping gives you a filter for relevance. They are not bureaucracy. They are efficiency.

We use frameworks as the backbone of every project. ADDIE is our default process model and the basis of how we work. But we reach for different models at different stages depending on the problem, the context and the outcome. The guides below explain each one and, more usefully, when it applies.

Design process models

Process models tell you how to move from a business need to a finished learning product. They define phases, decision points and deliverables. Choosing the right process model depends on project scale, stakeholder complexity and how much is known at the start.

ADDIE

Analyse, Design, Develop, Implement, Evaluate. The most widely used instructional design process in the world, and the backbone of how we work. ADDIE is not a rigid waterfall. It is a thinking sequence: understand the problem before designing the solution, design before building, and evaluate before declaring success. Every phase produces a defined output that feeds the next. It works because it forces rigour at each stage.

SAM (Successive Approximation Model)

An iterative alternative to ADDIE. SAM uses rapid prototyping and repeated cycles of design, develop, review to converge on a solution faster. Best for: projects where stakeholders need to see something early, where requirements are unclear, or where speed matters more than upfront planning. The risk: without discipline, iteration becomes meandering.

Agile learning design

Borrows sprint-based methodology from software development. Work is broken into short cycles with frequent review and adaptation. Best for: large programs with multiple modules, distributed teams, or environments where requirements shift during development. Requires strong project management and clear definitions of “done” at each sprint.

Action mapping (Cathy Moore)

A design approach that starts with the measurable business goal, identifies the actions people need to take to reach it, then designs the minimum practice required to build those actions. Content is added only where it directly supports practice. Action mapping is ruthless about relevance. It prevents the most common design failure: building too much content because “they need to know it.”

Backward design (Wiggins & McTighe)

Start with the desired outcome. Then define the evidence that would prove the outcome is achieved. Then design the learning experience that produces that evidence. The sequence prevents the common mistake of building content first and bolting assessment on at the end. Particularly powerful for programs with clear performance standards.

Learning outcome frameworks

Outcome frameworks help designers define what "success" looks like for the learner. They provide taxonomies for categorising the type and depth of learning being targeted.

Bloom's Taxonomy
A hierarchy of cognitive skills: remember, understand, apply, analyse, evaluate, create. Bloom’s gives designers a vocabulary for writing learning outcomes at the right level. If your compliance module only needs “remember” and “apply,” do not design assessment at the “evaluate” level. Match the outcome to the actual job requirement. That is what Bloom’s is for.
Merrill's First Principles of Instruction
Five principles: learning is promoted when it is centred on a real-world task, when existing knowledge is activated, when new knowledge is demonstrated, when the learner applies it, and when it is integrated into their world. Merrill’s framework is the best single test of whether a learning experience is designed for transfer or just designed for delivery.
Gagné's Nine Events of Instruction
A sequence of instructional events that mirror how the brain processes new information: gain attention, inform objectives, stimulate recall, present content, provide guidance, elicit performance, provide feedback, assess performance, enhance retention. Useful as a lesson-level design checklist, particularly for facilitator-led sessions and structured eLearning modules.
Constructive alignment (Biggs)
The principle that learning outcomes, teaching activities and assessment tasks must all align. If you assess something you did not teach, or teach something you do not assess, the system is broken. Simple in theory. Surprisingly often violated in practice, especially in programs built by committee.

Evaluation and measurement models

Evaluation models answer the question every stakeholder eventually asks: “did it work?” They provide structured levels for measuring impact, from immediate reaction to business-level results.

Kirkpatrick's Four Levels

Level 1: Reaction (did learners find it useful?). Level 2: Learning (did knowledge or skill change?). Level 3: Behaviour (did on-the-job performance change?). Level 4: Results (did business outcomes improve?). Kirkpatrick is the most referenced evaluation model in L&D. Most organisations only measure Levels 1 and 2. The real value lives at 3 and 4, which require deliberate design from the start, not measurement bolted on afterward.

Phillips' ROI Model (Level 5)

Extends Kirkpatrick by adding a fifth level: return on investment. It converts Level 4 results into monetary value and compares against program cost. Useful for: high-investment programs where stakeholders need financial justification. The methodology is rigorous but resource-intensive. Not every program needs ROI calculation, but strategic ones benefit from it.

Brinkerhoff's Success Case Method

Instead of measuring everyone, identify the most and least successful learners and study what made the difference. It produces compelling stories and actionable insights faster than large-scale surveys. Best for: demonstrating impact to sceptical stakeholders, diagnosing why a program works for some and not others, and generating case evidence for program continuation.

Workplace learning models

These models describe how learning happens in organisational contexts, beyond formal courses. They inform strategy-level decisions about where to invest and how to design learning systems, not just programs.

The 70:20:10 model

Roughly 70% of workplace learning happens through on-the-job experience, 20% through social interaction (coaching, mentoring, collaboration) and 10% through formal training. The model is not a prescription. It is a reminder that formal programs are only one lever, and usually the smallest one. Designing across all three channels produces stronger, more durable capability development.

The Five Moments of Need (Gottfredson & Mosher)

People need support when learning something new, learning more, trying to apply, when things go wrong, and when things change. Each moment requires a different type of intervention. Formal training only serves the first two. Performance support, job aids and coaching serve the rest. This model shifts design thinking from “what should the course contain?” to “what does the person need at each moment?”

Kolb's Learning Cycle

Learning happens through a cycle: concrete experience, reflective observation, abstract conceptualisation and active experimentation. Effective design moves learners through all four stages rather than staying in one (usually conceptualisation, which is just “telling people stuff”). Kolb explains why lectures without practice do not produce skill.

Communities of practice (Wenger)

Learning is social. People develop expertise through participation in communities of practitioners who share knowledge, solve problems together and build shared repertoires over time. Designing for communities of practice means creating the structures, platforms and rituals that enable this, not just hoping it happens informally.

How we use frameworks

We do not pick one model and apply it to everything. We select frameworks based on what the project needs at each stage. ADDIE structures our process. Action mapping keeps content ruthlessly relevant. Bloom’s calibrates our outcomes. Kirkpatrick shapes our evaluation. The 70:20:10 model informs our strategy recommendations.

That layered approach is what distinguishes professional learning design from template-driven course building. A model is only useful if you know when to apply it, when to adapt it, and when to set it aside.
