Client
The City of Adelaide is the local government authority for one of Australia’s most vibrant capital city communities. Through its services, workforce and public spaces, Council is committed to creating a city that is welcoming, inclusive and accessible for everyone.
As part of its Disability Access and Inclusion Plan 2024–2028, the City of Adelaide sought a learning solution that would build awareness while supporting lasting behaviour change across the organisation.

The need
City of Adelaide recognised that creating a more inclusive organisation requires more than mandatory training.
Staff, volunteers and people leaders all have different responsibilities, but each plays an important role in removing barriers and creating accessible experiences for colleagues and the community.
The training needed to go beyond awareness. It needed to help learners recognise that disability access and inclusion is relevant to their everyday work, build empathy and confidence, and know where to go for guidance.
The learning solution
Hungry Minds partnered with City of Adelaide to design an end-to-end learning ecosystem that supports learners before, during and after formal training.
The solution combined three tailored eLearning modules with a Disability Access & Inclusion Learning Hub in SharePoint, creating a connected experience that blends structured learning with practical workplace support. Rather than viewing eLearning as the finish line, we designed it as the starting point for ongoing learning and action.
Using adult learning principles, we transformed policy and reference material into concise, role-relevant learning experiences that help learners understand not only what disability inclusion means, but what they can do differently in their own role.
The learning ecosystem included:
- Three tailored eLearning modules for all staff, volunteers and people leaders
- Role-specific learning pathways that make the learning relevant to different cohorts
- Realistic scenarios and practical decision-making activities
- Cohort-specific “deep dives” that provide additional guidance
- A Disability Access & Inclusion Learning Hub in SharePoint that extends learning beyond the course
- Curated workplace resources, policies, quick links and guidance for just-in-time support
- Consistent visual design and navigation across both the eLearning and SharePoint experience
- Accessible learning designed to WCAG 2.1 AA standards
- Integration with SuccessFactors LMS and editable source files for future updates.

The outcome
The result is more than a suite of eLearning modules. It’s a sustainable learning ecosystem that supports long-term behaviour change.
By combining learner-centred eLearning with the SharePoint Learning Hub, City of Adelaide now has a single, connected experience that helps staff, volunteers and leaders understand their responsibilities, apply inclusive practices in their everyday work and easily access trusted resources when they need them.
The project also reflects the strength of a collaborative design process, combining City of Adelaide’s subject matter expertise with Hungry Minds’ learning design, accessibility and eLearning development capability.
