Perth Airport
Perth Airport is Western Australia’s primary aviation hub and one of the state’s most significant infrastructure assets. Operating 24/7 across a 2,105-hectare estate, Perth Airport connects Western Australians to the rest of Australia and the world while supporting tourism, business, freight and the state’s FIFO workforce. With one of the largest infrastructure investment pipelines in its history, Perth Airport is focused on delivering safe, efficient and future-ready capital projects that support long-term growth and operational excellence.
The Need
Perth Airport engaged Hungry Minds to support the rollout of its new Capital Portfolio Quality Management System (QMS), a significant operational shift designed to create greater consistency, governance and clarity across a rapidly growing portfolio of infrastructure projects.
With a large and diverse workforce spanning project managers, technical functions and support teams, Perth Airport needed more than a compliance-focused training package. The organisation required a scalable learning strategy that could simplify complex systems, build confidence across multiple roles, and support people to apply the QMS consistently in real project environments.
The challenge was to design a practical, role-relevant learning ecosystem that connected learning directly to day-to-day project delivery, while supporting long-term behaviour change, onboarding and ongoing capability uplift.
The Learning Solution
Hungry Minds partnered with Perth Airport to design a staged learning strategy and supporting digital learning ecosystem for the rollout of the Capital Portfolio QMS.

The strategy was intentionally designed to move beyond one-off training delivery and instead create an ongoing capability-building experience embedded directly into the flow of work. Using a phased rollout approach, the learning solution included launch assets, foundational online learning, interactive SharePoint experiences, role-specific uplift resources and just-in-time support tools.
At the centre of the experience was:
- a custom-designed SharePoint QMS Hub
- an interactive lifecycle infographic
- the “Capital Portfolio 101” online learning module
- role-aligned learning pathways for project managers and functional teams.
The online learning introduced learners to:
- the Capital Portfolio and QMS framework
- project lifecycle stages and governance
- integrated management structures
- RASCI responsibilities
- project systems and tools
- stage gates and quality processes.
Learning strategies focused heavily on clarity, practical application and accessibility. The solution incorporated:
- interactive diagrams and lifecycle maps
- hotspots and guided walkthroughs
- scenario-based questions
- role-based navigation
- visual process mapping
- self-directed learning pathways
- embedded workplace resources.
The broader strategy was grounded in a 70/20/10 learning approach, combining experiential learning, social learning and formal digital learning to support long-term habit formation and sustainable behaviour change.
Importantly, the learning experience was designed to reduce overwhelm in a highly complex environment by making systems feel visual, practical and achievable for busy operational teams.
The Outcome
The result was a future-focused learning strategy and digital enablement ecosystem that positioned Perth Airport to embed a shared approach to quality, governance and project delivery across its Capital Portfolio Program.
By connecting learning directly to the project lifecycle and operational workflows, the solution helped simplify a highly complex system and created clearer pathways for onboarding, capability uplift and ongoing support. The modular and scalable design also established a strong foundation for future learning expansion as the Capital Portfolio and workforce continue to grow.
The work also strengthened the partnership between Hungry Minds and Perth Airport, with the learning framework designed to support future role-based resources, system tutorials and ongoing project delivery uplift initiatives.
